Auszueg der Ziele aus dem PDF:

(5) Availability of alcohol: Member States should limit or reduce the availability of alcohol and ensure the enforcement of corresponding regulations.

(7) Pricing policies: Member States should adopt pricing policies to tackle misuse of alcohol.

Wer jetzt denkt, dann braue ich eben selbst mein Bier...

(9) Increase the level of safety: Member States should reduce the public health impact of “illicit alcohol” and informally produced alcohol. “Illicit alcohol” covers homemade alcohol, illegallyproduced or contraband alcohol and surrogate alcohol not intended for consumption.

Und am Ende ist der Staat selber noch der boese Drugdealer:
